Ukrainian President Volodymyr Zelensky addressed the United Nations General Assembly on 24 September 2025, warning that Russian President Vladimir Putin plans to expand the war beyond Ukraine.

He said the world is now living through “the most destructive arms race in history,” with Russian drones already flying across Europe and “operations… spreading across countries.”

Zelensky criticised international institutions as too weak to assure safety, and said global rules are urgently needed for the use of artificial intelligence in weapons.

He announced that Ukraine will begin exporting military systems to its allies, stating that these systems have been battlefield-tested and that friends’ security depends on them.

He also warned that failing to support Moldova could allow Russia to destabilise another neighbouring country.
